Lancaster woman arrested for public intoxication

Janice M. Rouch, 63, of 67 Kennedy Lane in Lancaster, was arrested Nov. 24 for public intoxication (excluding alcohol), according to a citation issued by the Nicholasville Police Department.

Officers were dispatched to 965 S. Main St. in reference to a female subject identified as Rouch, who had entered a store to exchange some bras. However, when she was told she could not exchange them she allegedly became irate and attempted to throw the bras over the counter at the manager of the store.

Rouch was described as having erratic emotions, according to the citation. While talking with officers she allegedly began swaying back and forth and at one time fell against the door. She was described as having slurred speech to the point it seemed laboring to place complete sentences together.

Rouch told officers, “I take two pills that are narcotics every day, and I drive while on them. I don’t see what the problem is.”

Rouch was arrested and transported to the Jessamine County Detention Center.

Wilmore man arrested for concealed weapon

Anthony Houp, 46, of 1155 Shanity Hill in Wilmore, was arrested Nov. 18 for improper equipment, failure to maintain required insurance, operating on a suspended or revoked license and carrying a concealed weapon, according to a citation released by the Nicholasville Police Department.

Officers conducted a traffic stop on Houp’s vehicle. Houp allegedly told officers he was going to be honest with them, and he did not have a license or insurance, according to the citation.

Houp’s statements were confirmed through dispatch and Houp was placed under arrest at which time officers located a plastic bag of a brown substance Houp allegedly stated were shrooms. According to the citation, Houp was also in possession of marijuana and drug paraphernalia, all of which was located in his jacket pocket.

Houp was arrested and transported to the Jessamine County Detention Center.

Nicholasville woman arrested for heroin, cocaine

Crystal Dawn Baker, 28, of 108 Stratton Ave. Apt.4 in Nicholasville, was arrested Nov. 19 for public intoxication, possession of a controlled substance (drug unspecified), possession of a controlled substance (heroin) and possession of a controlled substance (cocaine), according to a citation released by the Nicholasville Police Department.

Officers were dispatched to Speedway on Barnes Street in reference to several intoxicated subjects inside the store. When officers arrived, a female was seen allegedly trying to get into a white Charger. Officers then observed Baker walking towards the vehicle. She was described as fidgety and having sporadic movements.

Officers asked for consent to search the vehicle, which Baker gave. Located inside Baker’s purse were numerous Xanax, according to the citation. After being read her miranda rights, Baker allegedly agreed to talk to the officers. While speaking with them, Baker alleged said that her three-year-old son was home alone and there was heroin sitting on the table.

Officers went to Baker’s residence, where they witnessed her child home alone and a loaded syringe sitting on the table. Also next to the child was an open beer bottle.

Baker was placed under arrest and transported to the Jessamine County Detention Center. At the center, jail staff located two bindles of suspected heroin in her purse and suspected cocaine inside her bra, according to the citation.

Lancaster man arrested for heroin

Bowen P. Anderson, 28, of 202 Doty Lane Apt.2 in Lancaster, was arrested Nov. 21 for trafficking in a controlled substance (heroin) and first-degree promoting contraband, according to a citation issued by the Nicholasville Police Department.

Anderson was the back-seat passenger in a vehicle stopped on US27 who was confirmed to have an open warrant out for his arrest out of Garrard County. Anderson was arrested for his warrant and taken to the Jessamine County Detention Center.

Anderson was allegedly asked before entering the center if he had anything on him, which he stated “no.”

Upon strip search at the center, jail staff located a baggy containing four sperate bags filled for sale and tied in a knot with a brown and white substance inside. Anderson also had $125 in cash.

Anderson advised the officers that the contents in the baggies were different types of heroin, according to the ciation.

Wilmore man arrested for heroin

Hunter Thomas Scott, 35, of 308 E. Main St. in Wilmore, was arrested Nov. 26 for public intoxication (excluding alcohol), possession of a controlled substance (heroin) and possession of drug paraphernalia, according to a citation issued by the Nicholasville Police Department.

Scott was located walking down Shun Pike allegedly screaming and yelling at himself. When officers made contact with Scott, he was described as stumbling down the street, having pin point pupils and slurred speech.

When officers asked Scott if he had taken any substances, he allegedly told them he had taken two Gabapentin and wanted to take heroin, according to the citation.

He also allegedly told officers that the last time he had used heroin was two days prior.

After being placed under arrest for public intoxication, officers located a capped syringe in Scott’s front right pocket. Underneath the syringe, two one-dollar bills were located. Inside the bills was a brown grainy powder suspected to be heroin.

At this time, Scott told officers the heroin was what he was intending using before the officers arrival.

Scott was arrested and transported to the Jessamine County Detention Center, according to the citation.

— Rebecca M. Noe, 35, of 337 Highbridge Road in Lancaster, was arrested Nov. 16 for public intoxication.

— Crystal G. Begley, 41, of 55 Highlander Court in Warsaw, was arrested Nov. 17 for a probation violation first and second-degree possession of a controlled substance (drug unspecified).

— Carlon Kirk John, 32, of 132 Shannon Parkway in Nicholasville, was arrested Nov. 17 for DUI.

— John Ryan House, 38, of 167 Shannon Park in Nicholasville, was arrested Nov. 17 for contempt of court, a probation violation and non-payment of court fees.

— Robert C. Willis, 39, of 1194 Teakwood Drive in Milford, Ohio, was arrested Nov. 17 for non-payment of court costs and contempt of court.

— Mark Hill, 44, of 215 S. Main St. in Nicholasville, was arrested Nov. 17 for contempt of court.

— Dennis King, 59, of 4779 Sulphur Well Road in Nicholasville, was arrested Nov. 17 for a violation of a Kentucky emergency protection order.

— Christy McIntosh, 43, of 214 E. Oak St. in Nicholasville, was arrested Nov. 18 for theft by unlawful taking under $500.

— Vanice Exley, 36, of 699 Willougby Way in Atlanta, Georgia, was arrested Nov. 18 for alcohol intoxication in a public place.

— Jonathan N. Adair, 29, of 125 Florence Court in Nicholasville, was arrested Nov. 18 for second-degree disorderly conduct and alcohol intoxication in a public place.

— Jacob K. Dexter, 30, of 537 Barbee Way in Danville, was arrested Nov. 18 for failure to appear.

— Jacob McIntosh, 29, of 112 Virginia Drive in Nicholasville, was arrested Nov. 18 for failure to appear.
